The West Africa Power Pool (WAPP) is a specialized ECOWAS Institution comprising all member states except Cabo Verde. It was established in 1999 to “promote and develop” the generation of power and its related infrastructure for effective transmission. It is to enhance the coordination of power exchanges among member states. As part of its vision, WAPP aims at the generation of “regular and reliable” as well as affordable energy through the integration of the various national power systems into a “unified regional electricity market” improving cross-border and reliable flows of energy.
